The more subject matter experts, the better. However, these experts may have divergent views on the factors to be included or excluded. In such a scenario, if you have 10 experts, you apply the majority-rule where if 6 say "yes", you include that factor in your construct. Different studies may have recommended content validity ratios, but it all depends on the research objectives.
