I worked with IP on Android some time ago. My problem was a processing using java was too slow (i processed image from camera in a real time). But there is a option - you can use c/c++ using ndk (https://developers.google.com/games/services/cpp/gettingStartedAndroid).

Finally, you can use openCV, it should works for both java and native c code http://docs.opencv.org/doc/tutorials/introduction/android_binary_package/android_dev_intro.html
