I would like to do a HCI experiment, I will give a number of random instructions and record their behaviours. Any suggestions to achieve this? My question is
1. how to set random instructions to participants?
2. how to record their reactions while they reading instructions?

regarding random instructions, there are true random number generators (based on noise); the latest I read of belongs to the periphery of the ESP32. But in your application, I guess a pseudo random number generator based on software will do. Usually, you can tell the generator function the range the numbers should lie in; if the range is fixed (e.g. 0..1) you have to multiply the return value with a constant. In your experiment, there has to be a certain number of instructions, say n. So, you assign each instruction a number from 1 to n (or from 0 to n - 1).
Each time you call the function it returns a number, you have to round that number and use the resulting integer as an index for the instruction. If, for some reason, you don't want an instruction come up more than once during one session, you have to maintain a list resp. an array containing the numbers already used so far, and if the new number is on this list, you have to call the function again.
The recording of the reactions depends on the meaning of "online". If the participants will connect via the internet then their recordable reactions are limited to keystrokes and mouse actions, of course, unless you demand from the participants that they use a web cam and a microphon.
If the experiments take place in a lab, you have additional possibilities like eye tracking, measuring pulse rate, skin conductivity, etc.
