I think you need to specify the infrastructure you have in mind. Do you mean spaces to learn? This will aid in giving appropriate suggestions for your request. However, if you mean spaces to learn such as classrooms, library, playground, equipment and the like, you can create tents or open classroom using makeshift materials if it is not possible to get the government or the community to help.
