There are several options already available in the market of off-grid solar that are plug and play. So it is a matter of evaluating and selecting.

First you would need to know how many households there are, the population and figure how many kwh of electrical need there is for each and all types of the usual uses in that village, ie water pumps, household appliances, light, heat, air-conditioning, cooking, business equipment and electric machinery. I would propose common buildings to provide certain kinds of electrical needs, especially in remote hard to reach areas, such as a library for general public computer usage, or a community building for group meetings and adult education, with audio-visual equipment and water. II would also recommend to think in terms of what is best for the people and environment, not only the people. A plant may not be the best possible use of land when taking habitat or food forestry needs into consideration. Therefore modest PVT facilities that supply energy for a smaller region/village or section of a village might be preferable to a large plant-like facility. If the model your community needs has already decided that a large plant is the best option then you must know the extent of the need in terms of kwh. Also you need to know what the present form of supplying heat for residential and business use is, and does it contribute to poor air quality or create habitat destruction. If solar is the only option then you still have to match the projected need with the amount of production. There are more recent developments is efficiency that I can connect you with if you are interested.
Aliyah has provided details. But really we need PVt driven irrigation pumps, microirrigation systems, cold storages, precoolers, grader, sorter, PVT vehicle at farms etc. Many states such as Bihar, UP, etc we have less grid supply
Yes, Suresh makes a very good point about the water pumps for irrigation systems. I have a comment to add about that as well. While traveling in Eastern Colorado in the USA, I witnessed an extraordinarily poor vision of crop management. The irrigation systems used were the rotational variety and held the nozzles well above ground, contributing to evaporation in the summer climate, and adding to terrible erosion, creating a dust-bowl effect. If the PVt system is to be of use to irrigation, perhaps a drip system, using earth swales, horseshoe berms, keylining and terracing could be used to reduce the need for greater amounts of water, while also sequestering water from rainfall. This would lessen the load on the PVt system for irrigation needs, while allowing the system to use its power for other needs as well.
