I am working on a traffic-related prediction system. I want to add a column in my dataset which says if it was raining or not in specific date. I gathered some climate variables information for Mashhad city and now I have no clue what does these terms indicate?
I was wondering if anybody could help me find out how to detect rainy days by the variables OR at least give me a reference for the algorithm of finding rainy days in weather information. I added the dataset I'm working with.

There exist, or should be, stations that register the rain precipitation continuously, measured in mm / m2 or equivalent. These curves can be digitized. These are used to design drains for cities, water dams, highways, etc.
In my country, there is a Government Secretariat responsible of hydraulic resources of the country that has most of these stations for the whole country.
But some other institutions, like universities and city municipalities could have their own.
Usually rain data change drastically from one year to another, at the same place.
It could be interesting if you find a correlation the other way. I mean ¿Can you estimate what was the rain precipitation based on the knowledge of traffic data?

It is clear. Just try to find if there were rain> 0.3 mm (in Synoptic stations) in those special days..
