For me it is more convenient to work with frames. But that is a decision that depends on how you want to drive your work.
I feel comfortable making arrays with MaltLab frames and processing statistical changes in processes that change over time. For example, studies of motion or temporary growth of colonies of microorganisms.
But I repeat, it depends on your application and you skill.
What format is the video? One way would be to load in the video into ImageJ/Fiji, resulting in an image stack of individual frames. Now if you go to Image -- Stacks -- Make Montage you can select what 'mosaic' you want, how many frames you want to show, what time distance between the frames etc. It gives a really nice representation and in contrast to Matlab it's free
