I want to control the coolingtoower parts like fan , inlet water heater , inlet water valve using ANN controller. For that i need some guidelines how to create ANN controller circuit in Matlab and how to implement it for a practical one....

ANN Control circuit using MATLAB, you have to create a coding in MATLAB itself & then feed the input & output data's which you predict or available at your experimental results.
There is a specific toolbox available for neural networks in MATLAB you can create, train and simulate Neural Network as you need.
