There are a large number of different ground dwelling wasps. Which one do you have? The simplest solution is to spray an insecticide, but there are many environmental consequences and you will likely get protest from environmental groups. This is especially true if you are near a wildlife area with protected species. Great care is also needed to limit drift and runoff into surface waters. There are likely a long list of governmental regulations that limit your range of choices.
You could try tilling the sand. You could try dragging chains over the sand. You could try compacting the sand by driving a vehicle over the area. You could try watering the area. Ground wasps often prefer soil that is damp enough to permit digging but is not too wet. You could amend the sand by adding clay, or some other soil amendment. Again, the idea is to change the soil properties and make it less attractive. You could shade the soil. A cool wet soil might favor any soil organisms that would attack the wasp larvae.
Any chance that you could leave them alone? They do provide benefits like hunting caterpillars that might be eating your landscaping.
