Just ad the chlorine into solutions which are buffered to the desired pH-values. Often phosphorus buffers are appropriate for this, but you should consider interaction with other elements in the test.

If the chlorine stock solution increase the pH a little adjust back by adding HCl solution while controlling it with a pH-meter.
