Plasma can be classified as low temperature/cold/non-equilibrium and high temperature /hot/equilibrium plasma. In low temperature plasmas, Te (electron temperature) >> Ti (ion temperature) and Tg (gas temperature) ~ room temperature. Whereas in thermal plasmas Te~Ti.
To identify whether your experimental set-up gives thermal or non-thermal plasma , you need to use measurement tools like langmuir probe/optical spectroscopy or a simple temperature measurement technique like thermo-couple.
