There are number of ways to do this.

Easiest way is analytical method using strip theory, this you can find SNAME handbooks and few master and PhD theses.

Through computational fluid dynamics you can find which will be more closer to the actual values. But you have to model the exact system in solid modelling and then apply proper mesh (it is a moving mesh)

Through prototype experiements in towing tank with the help of standard instuments such as planar motion machine (PMM) or rotating bar or others.
