It's a difficult question, where are you Implement the algorithms. for example if you implement the algorithms in the C/C++ you must use time.h and sample header files to compute latency time.

In LTE system you can consider several types of delay for example; Head of Line (HOL) delay, propagation time, processing time,  HARQ. Each of them has individual process to calculate delay. It will increase your system complexity but you will get real life environment.

If you are not using any particular wireless access technology (LTE or WiFi), a good way to start is to evaluate the number of floating point operations (flops) required to perform all the additions, multiplications and divisions of all your algorithms on a given CPU. Then, you only need to know the numbers of flops per second attained by your CPU. Alternatively, you may want to evaluate the complexity of your algorithms and elaborate based on that. For instance, round robin has complexity O(1), i.e., it can be executed with no delay.

If you implement your scheduling algorithms in MATLAB, there are two stopwatch functions you can used them to calculate the time elapsed by the algorithm by writing tic before the algorithm and toc after the algorithm. Also, you can used them by assigning them to a variables and calcultae the latency performance of the algorithm.
