I'm working on a privacy-preserving algorithm that will apply to IoT devices. So, I need to measure the power consumption by implementing this algorithm. Any suggestion, advice, paper, or equation may help me plz. Also, I'm working on omnet++ can measure battery consumption on it?

The most straight forward method to measure the energy consumption due to running specific software to do a specific task is to load this application on the intended platform and execute it. While this execution you measure energy withdrawn from the battery of the plat form.
The energy = the integral of the power consumed across the execution time.
So, you have to run the software on that of the IoT microcontroller or microcomputer.

I suspect that you cannot find an exact formula for calculating the load-dependent energy consumption of an IoT device. The load-dependent energy consumption can be estimated. The power consumption in an IoT device depends on its load - mainly on the load of its CPU. It goes without saying that a CPU with higher clock frequencies can do more and thus consume more power. To save energy, a "load-dependent CPU cycle" is implemented.
This idea was patented in the 90s - see for example:
