1. Identify the Learning Gaps - Which all outcomes or competencies in the service areas are being seen as lacking or poorly executed by the present batch of learners.
2. Convert these gaps into learning objectives or sub-competencies - While the curriculum, and subsequently the syllabus is being planned the new learning objectives can also be included.
3. Teach the same in integrated fashion preferably with specific sessions on attitude, communication and ethics
4. Assess these learning objectives, as to whether the learners have acquired the competencies - in simulated scenarios (at KH level can be assessed with paper cases or PBLs and then at S or SH level on simualted patients or skill labs)
5. Take the feedback from all stakeholders - if any further changes are required do the same - repeat the process
