As you probably know the concepts of Spatial Data Infrastructure (SDI), National SDI (NSDI), Urban SDI, Gloabl SDI (GSDI). The question I have is that how we handle the relationship between NSDI and Urban SDI. You know there is resolution/detail/purpose difference between NSDI and Urban SDI. However, there has to be coherency between NSDI and urban SDI to continue the services of central government and local government. Please describe and give me some resources about how to bridge NSDI and urban SDI to provide interoperability.

In my opinion, first of all you have to use ISO standards. You have to establish general understanding of spatial modeling in different SDI's. The most important is ISO 19103:2015. The standard specify Schema Conceptual Language. It's common language to modelling every domain in the world. In my opinion, different SDI's like SDI, NSDI, USDI, GSDI are virtual items. For example if you have national SDI for countries across the Europe, and look at these SDIs by INSPIRE "filter" you get European SDI. Note, that every feature in INSPIRE comes from some National SDI. To get interoperability between different countries you have to have NSDis in ISO 19100 series standard or you have to do huge work to migrate CAD files or some national standard into INSPIRE data structures.
It's just one aspect of how to get interoperability.
There is another issue. Note, that every level of SDI have own specific features. I don't know Urban SDI but I'm sure that o this level are such features like water hoses, thin pipes, bulidings on some LoD (with windows, doors, roof shapes, etc.), maybe cash machines and so one. No every feature should be shown on particular level of SDI. For example in INSPIRE you have ability to show buildings on specific LoD. On global SDI - I doubt.
Geospatial data and models are scale dependent. GSDI, NSDI and Urban SID are complementary in terms of what kind of information they manage. Despite some interoperability standards are in common the purpose of the data those system manage is different. The relation among those systems is hierachical. By example a regional environmental study can be performed with data from GSDI and NSDI but how it affect individual properties and infrastructures like communications, energy and so on can only be performed with a Local or Urban Geospatial Infraestructure.
