I am working on rf energy harvesting. Now, a problem occurs.

Breifly describe the circuit. Antenna--Rectifying circuit--Storage capacitor-- DC-DC converter--Load.

Now, it seems that the UVLO of the dc-dc won't work if the dc-dc is not start. When connecting the converter, the voltage of the capacitor ripple at 250mv, however, without connecting the converter, the voltage can reach 5v. It is because the dc-dc will extract energy from the capacitor as soon as the voltage reach 250mv. If I use a 1.5v battery to start the converter, the voltage of the capacitor will discharge only when the voltage exceed UVLO.

So, is there any circuit or component that can block the voltage? For example, when the voltage of the capacitor reach 2.5V, it will connect to the converter. Or, is there any advance dc-dc for replacement?
