Dear Sharifah,

It is simply by dissolving each surfactant in the medium in which it is soluble in and then mix the two surfactants mixtures. Please note, that you have to give attention to the percentage of the surfactant used.

As you might know, there are several kinds of surfactants:

Anionic surfactants: 

Four anionic surfactants are used:

a) alkylbenzene sulfonates

b) alkyl sulfates

c) alkyl ether sulfates

d) soaps

Cationic surfactants

(a) Mono alkyl quaternary systems

b) Esterquats

Nonionic surfactants

Amphoteric surfactants

Therefore, you have a plenty of choices to select the appropriate two surfactants.
