I am interested in studying and assessing policy learning exchanges, e.g. between local decision makers. I read quite some literature on policy learning and I don’t feel that there is a lack of learning definitions or theorisation. However, what I was struggling with was finding some sorts of frameworks that allow assessing policy learning exchanges. I am aware of the fact that learning is a complex and often very informal process and that there will hardly exist a very solid framework. I would be happy about any suggestion or idea though. Thank you!
I think, in the spirit of Wilhelm Dilthey, that only history says what man is. For me, this also means that only from a historical distance is it possible to make a judgement about the validity of political action in complex contexts. I admit this is not much sufficient for a sition which requests an evaluation at once. Such evaluation may be given (and is always present by the media), but we should see this judgement as a tentative and preliminary rating of the situation, because always all facts and the detailed background of political actions are not known for normal people.
A policy is a complex purpose that originates in a desired direction of development ( necessity).
If you want to assess the Results, all Outcomes ( choices, behaviours and impacts), all By-products ( Scopes, Resources and values) and all Scrap ( collateral damage, leaks/ errors and tendencies) should be considered.
Normally, the Result can be compared with the Purpose ( in this case the policy) and the Purpose will be compared with Necessity ( direction of development)
