I think the best way for this is to write articles, publish and participate in forums and conferences, so they then approach you! Good luck.

Publications in high tier peer reviewed journals is an important indicator of your research potential.
Apart from what has been already said, select some potential supervisors/researchers you would like to work with; then, get into their social media network like researchgate, twitter, and others, so that you can start some virtual contact, and eventually try to meet them face to face in a conference, for example. By that time, you should have already showcased your research through publications. At the same time, be mindful that there is no 'right protocol' to guarantee success; you initiate the dynamics and then the it goes on with a natural flow.
