Probably now there is no way to add phase shifters at this stage as you already added the feeding power divider. My suggestion is to remove the power divider and then feed each antenna of the four antennas with a discrete port separately, hence you can do the beam steering. once you know the assigned phase for each antenna element, you can construct your power divider with different arm lengths each assigned to the specific phase shift
Each element in the antenna array can be exited separately with different excitation phase, by creating separate port at each element and providing phase according to requirement.
Yes, there is a way you can still alter the phase of your array. But you need to modify your structure either by adding via posts or by varying the length of your patch. Similarly, you can also model some active components such as diodes in your cst design for beam steering applications.

You need to measure the phase of S21 provided that you have two port network. Else, you need to observe the changes in radiation pattern after varying the input phase. If the radiation pattern is tilted towards some direction, it means the input phase is changed with reference to previously fed phase. Hope it helps.

To change the amplitude and phase of an individual element in an we need to go to far field plot---> far field array ---> user defined ---> (check for your array geometry) import .tsv file that contains amp+phase or you can add the random amp+phase. Note that it takes complex values i mean phase is to be given in rectngular format. Hopefully this helps
