How time series forecasting is different from other regression tasks? while in regression tasks where we predict some continuous target given a certain set of features same as time series forecasting.

In time series forecasting we use previously observed values to predict the future. But in regression, prediction seems to mean to estimate a value whether it is future, current or past with respect to the given data. Regression is more a method to infer a model to use it later for predicting values.
Временной ряд -- это, по сути, реализация случайной функции одного аргумента (времени). Иногда при его прогнозировании можно и не использовать регрессию. (Например, осуществляя прогноз временного ряда по последнему его точке.) Разумеется, сначала временной ряд нужно постараться преобразовать к стационарному, удалив тренд и сезонные компоненты.
