when talking about surface waves on a dielectric cladded metallic surface (which is EM wise very similar to a corrugated surface) , a priory such a surface wave would not radiate but rather "sticks to the surface" (like the Zennek- and also Harms Goubeau wave).There are many ways to make it radiate by introducing discontinuities. I guess you would like to design a kind of microstrip antenna?
