Some dogs living in my neighbourhood always bark at me whenever they see me. though they see me almost everyday, but still they bark at me. it seems they do not remember me anymore. is there difference in the visual system itself? if yes then may be they are not able to encode me properly.

I would be careful in interpreting that a dog does not remember you just because they are barking at you. Just because the dog barks at you, doesn't mean that he does not know who you are. Remember that dogs are not humans, and as such, they do not react to their surroundings and other animals in the same way we would.
