How the electron behaves and the work function for dielectrics?

How does a free electron behave on the interface between two media when a mechanical force is applied to it? If one can not overcome the potential barrier and accomplish the work function, does he reflect from the border or remain on it?

Do you have any data on the work function of electrons for dielectrics? I find tables only for metals.

I meant not perfect dielectrics, but with losses. I thought it was obvious. And besides, any dielectric can have an excess charge.
