This is an excellent question! The world is getting increasingly complex and it requires a very different approach to leadership. To be agile and adaptable we need to reduce hierarchies, delegate and devolve decision-making and to share information much more widely. In a complex world, EVERYONE is a leader in some way.
They certainly need emotional intelligence but they need to integrate it with spiritual and rational intelligence. At the end of the day, trust is perhaps the most important characteristic of leadership in a complex world - and trust must work both ways.

VUCA (volatility, uncertainty, complexity, and ambiguity) is a term used to describe the dynamic, unpredictable, and complex nature of the modern world. To address these challenges, public managers should adapt their leadership roles in the following ways:
* Develop strategic foresight:* Public managers should be able to anticipate and respond to emerging issues and trends. They should develop strategic planning skills and stay current with developments in their fields.
* Embrace collaboration:* Public managers should work collaboratively with other organizations, agencies, and stakeholders to develop solutions to complex problems. They should be comfortable with sharing information and expertise.

I would consider developing an Adaptive Leadership style by anticipating the potential need to pivot while continually scanning via situational awareness. Likewise, with an Adaptive mindset there’s a need to continually learn by being open minded, relying on data but most importantly drI’ve toward pragmatic conclusions. Finally with an Adaptive Leadership style, you’re increasing accountability on oneself while being inclusive in decision-making. Being resilient in a VUCA world is a team sport, you need others to survive and thrive.
In a VUCA world, public managers, like all managers, should adopt an agile mindset. This entails not only the application of agile methodologies but also a commitment to continuously delivering value by understanding the needs and perspectives of each stakeholder (agile mindset).
This can be achieved by involving citizens in the process and steering towards alternative design solutions that meet the population's needs. Public managers are expected to:
Continuously deliver value to citizens,
Foster stakeholder collaboration throughout all cycles,
Minimize or eliminate efforts that do not deliver value,
Respond swiftly to changes, and
Enhance efficiency and effectiveness, optimizing service delivery to society.
