How open-circuit voltage and short-circuit density affect the quality/efficiency of the solar cell?

I am reading some papers about polymer solar cells and other organic solar cells, wondering whether an ideal solar cell should have a high/low? open-circuit voltage and high/low? short-circuit current. Thanks!
