I am in the final phase of PhD in a engineering discipline and I am writing my thesis. I have already published few papers in journal, conferences and book chapters and few are in communicating phase.
As I write my thesis in a couple of places, especially in the literature review, I tend to reuse sentences from my publications. I try to restate them a bit, maybe change some words for their synonyms etc. but it is practically me writing about what I wrote before. So, I'm enquiring about the % of the of Self-Plagiarism that can be acceptable in PhD thesis ?

Your scholarly reputation is enhanced because you acknowledge the repetition while demonstrating broader applications.
I think zero (0%) would be ideal. Let's try it and see if it works.

20% for the similarity is commonly accepted. The point here is to differentiate between plagiarism and similarity. To avoid plagiarism, cite and acknowledge another authors’ work if you use it. To avoid similarity, paraphrase the other authors’ work. Anyway, you should cite, acknowledge and reference sources that you used appropriately.
