1st article states that the magnetization curve of Mn-doped ZnO nanoparticles were prepared by modified sol–gel technique at room temperature showed that the sample with 5% of Mn exhibit paramagnetic and ferromagnetic behaviors. 2nd article claims that Zn1−xMnxO compounds synthesized by a combustion method had crystallize in the wurtzite ZnO structure and from the Curie–Weiss behavior of susceptibility at high temperature, it was found that the Mn–Mn interaction is dominated by antiferromagnetic coupling with effective nearest-neighbor exchange constant J about −32 K and the large negative value of the Curie–Weiss temperature.

So I think it depends on the process and relative amount of doping.
Above-room-temperature ferromagnetism in p-type Mn-doped ZnO was predicted by T. Dietl in 2000 (T. Dietl et al., Science, 287 (2000), p. 1019). This prediction caused consideral attention to transition metal (TM)-doped ZnO and other metal oxide-based diluted magnetic semiconductors. Then, it was reported the observation of room-temperature ferromagnetism in TM-doped n-type ZnO-based systems. Manganese-doped ZnO is the one of the most widely studied and most controversial TM-doped ZnO systems. After Dietl’s prediction a number of groups reported ferromagnetism in ZnMnO. However, other groups report the observation of antiferromagnetism, spin glass behavior, and paramagnetism in ZnMnO. At present, the mechanism of ferromagnetism in TM-doped oxide semiconductors remains unclear (the observed ferromagnetism may be an intrinsic property of the material or a result of the formation of secondary magnetic phases due to contamination or precipitation of TM clusters).
In my previous answear I pointed out the possible ferromagnetism of ZnO material. It is known that this ferromagnetism in ZnO is caused by doped by transition metals including Mn. Therefore it is not clear that means your question "Can Mn doping decrease the so called ferromagnetism in ZnO?".
