(800 nm-900 nm, 1300 nm-1400 nm, 1500 nm- 1600 nm and 1600 nm - 1700 nm) , But in some other books, these ranges are different. Which is the correct?
I think you are talking about fiber-optic communications in particular, not so much free space optical.They're probably all correct, because the ranges are not really discrete windows. This site proposed six windows, based on the properties of the fiber, optical transmitters, optical amplifiers, and receivers.

As you can see, while the total range of values they mention is the same as yours, they divide the windows up into narrower ranges. And they also discount use of the 800 nm range, as only being suitable for short range. It is convenient only in terms of available optical transmitters and receivers, but the region is one of high absorption by optical fibers.

I landed a conclusion that number of windows are not motionless . Moreover I realized that third and fourth communication windows are analogous , i.e. the terminal ranges of third telecommunication windows may be considered as fourth windows.
