Capacity building can save lot of resources during disasters. In a country like India where disasters strike in one form or another every year, the resource conservation of disaster management can be of great help. This can be channelised to poor. Also, the capacity building can save more poor ( and their meager properties) who are the most affected in disasters.
In identifying training and non training areas, we should find out the probability of occurrence of different disasters in each locality and accordingly capacity building can be encouraged to alleviate poverty.
Along with capacity building, the casual attitude to disaster management by the powers that be at district and state levels worry me the most. There is a dire necessity to engage private players and universities apart from NGOs to engage themselves on a continuous basis with disaster management. The disaster management centres in California and Hawaii keep themselves alert throughout the year.
