If we consider a geographical zone of 1 square km and we consider the massive access problem in an IoT network. How many devices should we have in this zone to reasonably say that we have a massive access problem in the IoT network?

I read in some website that the number should be at least 20000 devices per km^2.

Do you know any reference scientific paper that discusses this ?
