Hi, im am intended to do a qualitative research related Open Government Data (OGD) on one government department. Based on my readings, most of research on transparency perception done based on the public perception towards OGD. I dont want to do based on public perception.
Is is possible if i would like to know,
1. How is the relation between open government data (OGD) and transparency perceived by one public agency (i have to disclose the agency)?
I would like to ask for advise from all of good heart friends here about:
a. List of research papers/ literature review relevant to this RQ.
b. The theories relevant to be use. (i am from social science)
c. The idea to conduct interview if i am about to proceed with the question.

Yes, it is very true that most studies are based on public perception because its the motto of OGD (To make the Government more transparent). The relationship between open government data (OGD) and transparency is based on different perspectives; for example - The government agency's intention to make data available openly and how citizens perceive that data.
your question is very genuine to know or look on a different perspective. for this research, you can find literature on Scoups and WOS (But there is hardly some paper), and you can conduct both interviews and surveys for data collection.
