After the computation of the load flow in the system we already know the P and Q values of the load. You can calculate the of from this for the load.
Similarly you can call cilate the of for each generator unit separately.
For transmission lines there will be different pfs for sending end and receiving end.

Yes, in fact it is valid at each and every point of network, be at generator terminal, at load or even at both ends of transmission line as obtained from the measured values of active Power P and Reactive Power Q.
