In the last few years, more and more countries are adopting rigid and controversial measures to evaluate academic research. This can be interpreted positively, as a system to promote best practices, but also in very negative terms, as it is difficult to find a real trusthworthy way to measure and evaluate research. For example, who evaluate the evaluators?

I am in the United States and work part time in our research office. The four ways that we tend to evaluate research are funded grants (especially federal grants), Publications in peer-refereed journals, citations for one's publications....and various indices of intellectual property like patents and other measures of innovation. Basically, it is out-come driven and academics -- at least in universities with a research mission -- rely on these four measures.....that has been my experience at 4 universities.
