As lot of work is done already, and i am new students in masters in construction project management, and doing research on IoT and its application in construction industry, i studied some papers related to IoT, but i am not coming up with a new idea or proposal. i need some suggestions about the areas of civil engineering where IoT is still not used.

Add chips to hand working tools, to monitor % of time each tool is being used? Monitor the battery charge in tools and bring charged batteries (using a drone?) right before the worker runs out of battery?
Similarly - monitoring gas, oil and temperature of heavy machinery, remotely. Safety equipment - check if it's being used. Also doing statistical analysis of movement efficiency - the cargo trajectories, the truck paths, the walking paths - is there a shorter route, could it add profit?
Attaching sensors to specific components, to monitor progress of construction. Say - attaching a sensor to a beam, and the activated sensor indicates you reached some % of construction progress - thus monitoring construction schedule progress passively, centralized. You can count exactly how many beams were put up that day... and analyse variation of working speed - potentially troubleshooting the bottlenecks.
Workers can be equipped with sensors, to make sure they get enough breaks. If they had life parameters measured, you could detect when someone is becoming dehydrated, overheating or otherwise sick. Besides the obvious "supervising", to evaluate work performance. This could allow to give bonus to the top performers more efficiently, to reward personal / team performance more efficiently.
IOT in a construction site... take a 5 year old with you, and ask him to say the names of everything he knows the name of. Then find a way to attach a WiFi chip on that thing... a hammer... a shoe... a shovel ... a concrete mixer... a truck ... a tire... a drill... a wall ... IOT everything - temperature, inclination, movement, shape, weight, sound, brightness.... everything :)

It has been and most likely still is a big thing in construction: logistics at a construction sites. Managing construction material and other suppliers in constantly changing environments (inventory is moved around, different trades maintain their own inventories, some trades are supposed to be in a consecutive order but often they overlap --> construction is managing chaos ...) in addition to Tomas (see above) I suggest you go and visit a construction site and talk to some foreman and engineers on-site (do some exploration).
