We now it can be done by dissolved terbium oxide in nitric acid. Some literature i have read but it does not specify the concentrations and the experimental conditions (heat temperature .....). the quantity I have is small (1g), that's why I hope to succeed from the first try.

Dear Afif Fouzri, I assume that your starting material is the dark brown-black mixed-valent terbium(III/IV) oxide Tb4O7. For that I found a statement about preparing terbium nitrate in the following reference:
Article Preparation and Luminescence Properties of Ce3+ and/or Tb3+ ...
The authors say:
"Tb(NO3)3 was prepared by dissolving Tb4O7 in dilute nitric acid HNO3 containing H2O2, then evaporating the water in the solution by heating." I hope this helps.
