In which form should the graphene and other forms of graphene should be used? Can it used by dispersing in a solvent and putting the TiO2 coated anode directly into the solution?
Graphene and other forms which used in dye sensitized solar cell it is necessary incorporates with a suitable semiconductor to enhance the conductivity and change properties of semiconductor band gap that achieve the electron transfer in best way, but which one of its forms is the best it's dependent on the stablity of configuration with semiconductor and with high of conductivity, I saw from the more references use rGO and other graphene via disruption of it or by coating on glass.
Actually, most of the researcher uses graphene material for counter electrode. You can also use graphene material as a composite material with TiO2 or ZnO etc. Dispersing is one of the method there are several other low-cost and simple method available such as chemical method, electrochemical method, electrospinning method, Spray pyrolysis, doctor blade, spin coating and ball milling method etc. Please see following the article for more information for TiO2 and Graphene composite: Int. J. Electrochem. Sci., 6 (2011) 3333 - 3343
Generally, Researchers are using graphene material for DSSC because it is highly conductive and stable material for increasing the reliability of the devices. Small amount of graphene material can change the electronic and structural properties of the semiconductor. So, I will suggest you to please go through various literature before using graphene as a composite for working electrode.

Synthesis of composite of graphene materials and wide band gap semiconductors such as TiO2 or ZnO improves the photoresponse of semiconductor which may be due to the effect of increased surface active sites and stabilizing of porous structure of semiconductor film. .Also, high conductive material, graphene, can be used as charge-transfer promoter and enhances the photovoltaic activity of the semiconductor .
DSSC counter electrodes made from graphene-based composite materials are fabricated using several methods like spray pyrolysis, spin coating, doctor plade, ball milling, hydrothermal deposition, electrophoretic deposition, chemical vapor deposition,..etc.
