Why can't admitting universities create an online testing platform to assess the capabilities of prospective graduate or Ph.D. students?

What is the point of making students chase after ignorant professors for a letter of recommendation that could be easily manipulated based on the individual's authority and behind-the-scenes powers? (Only a few professors are genuinely nice and want their students to succeed.)

Why should professors waste time and effort writing numerous letters of recommendation when the applicants may not even be shortlisted in the first place?

If there is no hard and fast obligation for professors to write letters of recommendation, there should not be an obligation for students to submit them either.

Its high time this system needs a remake.
