You should always act with integrity in research. But perhaps you have misunderstood the intention of the editor. Maybe you should reflect back your concerns to him/her.
When this has come up for me, it's usually because the editor (or reviewer) feels that I've missed some important and relevant item that is covered in those papers. At any rate, I've generally found that reading those papers and working them into my own is an enriching task.
I have also recommended papers as a reviewer -- sometimes my own, sometimes not. Why? Because I feel that the paper raises points that the author needs to address in their own work or cover important research that the author neglected.

That said: some (even quite good) journals actively promote both reviewers and authors to cite materials from their journal to beef up their citation index scores. It really depends on the field and the journal whether this is practice or not.
Personally, if the point of citing those other articles is really to improve your paper, you should take the advise *of the referees* seriously, but if it is because *the editors* want to beef up their citations index scores, you can take that advice with a grain of salt: only do it when it acutally helps the paper. Therefore, I recommend that you approach the editor and ask him/her politely about the reasons for this advice: is it because you missed important publications or do they need to beef up their citations score...
As written before by another person, it compromises your integrity. Usually, this request is related to conflict of interests of editors or the publisher.
The lack of confidence in science is explained by this kind of conducts. That´s why it is considered from bioethical view as ethically unacceptable. If you didn´t use a source, you must not to cite ir or include it int he bibliography.
