That sounds like it can be done. Look up "Variable Speed Drives". These are belt driven machines that are geared with a belt. The best part is there is no clutch requirement. The gear ratio is changed with the belt still engaged. Variable drives are typically used in industrial equipment but could be re-purposed for use in a vehicle quite easily.
