How effective are the infrared non contact thermometer in measuring the surface body temperature?

Infrared non contact thermometer is being used in many hospital setting and even normal routine use to measure the surface body temperature as one of the screening tool for COVID-19. Lot of the times the numbers are lower than the normal body temperature. What is the reasonable accepted value with this device ?
