I am little bit confused by the question. As far as I know Wordnet is a thesaurus build over terms. Terms are pretty far from concepts, which should be considered as elements holding meaning. Term in Wordnet does not hold meaning.
Wordnet uses simple structure of predefined relations build over synsets, which are list of synonyms. Those list were written, not generated. I would say that calling Wordnet "a semantic network" is huge abuse. First of all, originally, there is no way to build any new relations between synsets, except for defined ones. Secondly sysnsets are considered to be the minimal addressable element of system and they are not concepts !!! so making them to be nodes of network would be pointless.
