Information system nowadays move toward to important part in strategic management equal to marketing, HR and finance.
It's common usage is in industrial organizations. Based on your experience and opinion,b how does the implementation of IS align with strategic management in higher education or university?

A proper information should be an important tool of delivering the strategic development plan. In a large organisation, usually there is more than one information system. In the University of Liverpool, there is TULIP for staff and Liverpool Life for students, there is also an HR (including salaries system), there is VITAL for teaching. In additon, there are purchased external systems such as Scopus and Web of Knowledge. They play different roles.
One shortcoming is that these systems do not talk to one another.
Well, I thing that a good implementations of IS should try to construct a university without walls! Other seconary objectives are easy to be severed.

Very good question. It let me think to Medical Scohols where, at least in my country, a course about the cost/benefit of medical care and pharmacoeconomy has not been perovided yet. After the graduation, the problem comes out suddenly and finds not prepared doctors and patients. And this contributes to the collapse of National Health System, many cases of malpractice and people mistrust in the institutions.
This is an interesting topic especially for universities in developing countries. At Njala University, Sierra Leone, West Africa, we are in the process of mainstreaming Information and Communication Technology (ICT) in the University to strengthening teaching, learning research. However, there is the realization that the full benefits of ICT in teaching, research and learning at the University is linked to access, affordability, ubiquitous connectivity and training. The University ICT Directorate is currently conducting research studies focused on mitigating the digital divide in Sub-Saharan African Universities, with Njala University as a case study. The research will further investigate the implementation of e-learning and open research resources (electronic resources management) capacity building in the university.
As Mr. Enzo mentioned, the additional role of the ICT tools is to accumulate knowledge and best practices. In my experience we implemented LMS (Learning management systems) as an integrated knowledge base for company purposes.
Thus, when a new employee joins a company he or she may learn necessary information, tools, procedures, etc.
Afterwards, an employee may use the LMS - Knowledge-base system in a regular job process. This approach provides 10-15% growth of personal productivity.
At our university our system are very much like Kamal stated they are custom designed by our CIS department to suite our needs and they seem to be working fine.
Dear @Dony, UIS (University Information System) is an integral part of an effective University Management System. I was an author of the system at my College. There is no valid decision making process without UIS being integrated in UMS!
BTW, we found last year a great money shortage, money- leakage thanking to UIS!
