1-Defined objective - to determine the most suitable area for urban development
2-Defined criteria (Delphi method and literature - Evaluation studies of urban ecological and site selection)
3-Data digitization and and Prepare the data layers
4-Topology making and Database of Geographical Information
5-Making of criteria map
6-Quantification, standardization and scaling criteria maps (ranked)
7-Weighting to the criteria Through the AHP questionnaire group
8-Land Suitability analysis using multi-criteria evaluation (weighted linear combination)
9-The final map(raster)
10-The final classification map (Vector map and land suitability map)
11-Zones (locations) suitable for Land use for example urban development

Arun, producing or making land use/ landcover map using GIS requires the following steps:
firstly, you need sources of data such as aerial photographs or satellite images with a suitable spatial and spectral resolution, in addition to limited ground data.
secondly, you need a good photogrammetric or remote sensing software.
thirdly, you need to adopt a suitable landuse\ landcover scheme
fourthly, an expert is needed to carry out image classification and analysis.
fifthly, classified images can be exported to GIS software, and do the necessary cartographic operations, and build the required database.
You need a good map of geology, geomorphology, google earth image, level curves or dem and you are ready to gising

In the UK, I generally use OS Mastermap data, which contains polygons for different land uses, i.e. roads, buildings, grass, trees, etc. Each land use can then be assigned a value, i.e. a roughness value if you want to accurately determine the runoff potential. I use the Mapinfo GIS software to build various layers for flood risk modelling purposes. This Mastermap data can be quite pricey, however, it is a lot more straightforward than manually digitising land uses using an aerial photo.

Land cover is what the satellite see from space; land use is what the human observe on the ground. So, a satellite image plus ground observations give you a LULC map.
