We know that band bending decides either electrons or holes can migrate to the surface, but how do we know which direction does the band bends (or it doesn’t)?
Then, why would the band bending change when the fermi level changes?
It would also be great if you only give some key words for me to search.

The basic law is the take the electron as water and it will go in the way where there is less hindrance and the band will bend according to it.
Fermi level is the symbol that upto which energy level the electrons are filled. At 0 Kelvin, the energy level of the uppermost filled electron is called the fermi energy level and at any temperature it is the energy level where the probability of finding electron is 0.5.
