I raise this question, following recent incidents. I have been asked several times via email to review PhD theses and research proposals, but due to lack of time I could not help in every case. How do you deal with the problem of finding an appropriate reviewer/referee for your research proposal (to be clear, I am not talking about journals or conference papers)? Do you just scan recent literature for authors of related work and mail your file to them? Or is there a database of experts for around your research area?
Another possibility is to contact colleague you have met on some occasions. If this is not an option I try to write to them first and eventually send a proposal afterwards. Have not heard about a database of experts in any area except people interested to evaluate research proposals submitted to f.ex. Horizon 2020.
