I raise this question, following recent incidents. I have been asked several times via email to review PhD theses and research proposals, but due to lack of time I could not help in every case. How do you deal with the problem of finding an appropriate reviewer/referee for your research proposal (to be clear, I am not talking about journals or conference papers)? Do you just scan recent literature for authors of related work and mail your file to them? Or is there a database of experts for around your research area?
