From what I know PVPP is completely insoluble, but recently I came across a few protocols which called for using 10% PVPP in solution, and I was wondering if anyone has any idea as to how the solution is made?
I think it might just be a figure of speech, in that the powder is mixed with a solution but not dissolved in it but I'm not sure.
Any help would be greatly appreciated.

For which particular purpose, you want to use PVPP ? Depending on the purpose, the state of solubility/or otherwise is going to play its role.

The purpose of using PVPP in solution, was to help clean up isolated DNA, that is very highly contaminated with organic matter.
The extent of cross linking confers the insolubility to PVPP. can you try influence of temp say up to 70 deg cel with stirring. You can make a try with hydroalcoholic / water- isopropanol mixtures if it is not going to interfere with your procedure. If PVP suits your need, you can Switch over to PVP which is soluble in water. but recovery of PVP May b difficult. However, in dispersed state, if PVPP serves its purpose of cleaning, you can as well go ahead with the aqueous dispersion of PVPP.

My purpose is to extract protein from plant leaf by using 2% PVPP (polyvinylpolypyrrolidone)
Extraction buffer:
20mM tris HCl pH 8
.5M NaCl
2% PVPP
But PVPP is insoluble in extraction buffer.
How can i make PVPP soluble in extraction buffer?
My ultimate goal is to do western blot and also purify the protein by agarose resin column.

My goal is to prepare McIlvaine buffer solution to pH 6.5. This solution should contain 1M NaCL and 5% PVPP. My purpose is to use it for analysis of polyphenol oxidase activity.
