The studies on agricultural research effectiveness were done, by a research team at the University of Minnesota. For example G W. Norton and J. S. Davis ‘Evaluating Research to Agricultural Research: American Agriculture Economic Association 1981. This type of research uses methodological approach taken from macroeconomics adopted to linear dependences. In agriculture, yields are the result of several factors simultaneously. On the brake of the 70s and 80s, I proposed methodology where single factor as fertilization or variety is studied in comparable conditions. This methodology has been approved by Prof. Jerzy Krzymuski an authority in the field of agricultural research and therefore his opinion may be relevant.

Starzycki's lecture contained extensive documentation regarding the area yield soil classes and varieties but no further comments on it. In the 90s I conducted research (unpublished) on the effectiveness of new variates of cereals. I compared the amount of expenditure for research to yield during the same period. The result was negative, costs were higher than benefits due large and ineffective organization of agriculture science and relatively small scale of adoption of Polish breeds. Such an assessment was sufficient to introduce change in the organization of Ag Research Institute, however, contain methodological error. Presently I would use the data from the production fields and the propensity scoring method PSM for breeds assessment

A few years ago I have returned to the issues searching for an explanation of reasons for growth on various parts of the food system. Please find in manuscript The Food System … posted at RG. I do not exclude that some ideas may be useful to solve the problem of assessing the effectiveness of research.
