Social Security is possible funding depending on the masses and the immediate needs; also the goverance over that building or depleting the portions. Social Protection is the blackhole within the wholeness of that societies (e.g., belief, values, morals) persay that defines, life...in conscience and nonconscience states of being in that existance, free from (e.g., fear, threat, harm). Can there ever be total social protection or social security? Both are life long and ever changing.
A design personally thought to work well in, is revamping unemployment. Unemployment is great for a few weeks, but in the longitude it changes character of the individual, family, and society. The State becomes the resource that is depleted and the game is to have the person go to work at any other thing; and/or for the person is to work off record while the unemployed person is actually working. All ways the funding is use faster than replaced.
By being creative... the person never really stops working or learning new skills to forward themselves and their family. Say they have produced entitlement to receive
a benefit of (X) $'s. That labors are in high demand to be taught in a high demand area but education takes funding and learning time, then experience; or experience through on the job training. A road crew, or bridge building crew, or HOSPITAL need for labors increases--that raises cost to obtain and increase $'s to retain due to lack of labors. The bottom line to stay in the black for the citizen, local government, the state, and Federal plans hit tilting. How long does it take to teach, train, and have a committed employee who is adding to their benefits and the benefits of all other things?
How can we establish their benefits, while decreasing corporate expenditure by increasing the unemployed benefits through working through experiences learned while receiving unemployment to gain full employment without cutting them off before they reach the advantage?
How can manipulation of 99-workers or the ZERO reported earnings become more visible?
Social protection is a broader term which consists of social security, social assistance and welfare programmes. On the other hand social security is related to contributory schemes and mainly concentrated in the formal sector of the economy. Social assistance and welfare programmes are non contributory. This is my simple demarcation for the terms based on my experience in LDCs
For some - like International Labour Organization - social security and social protection are synonyms. Social security or social protection programmes are either contributory (social insurance) or non-contributory (universal or categorical social benefits in cash and in kind and means-tested social assistance). But in other organizations and across countries definitions vary. My experience is that it is waste of time to discuss definitions, much more imèportant is to make sure that contributory and non-contributory programmes. some preventing. other alleviating poverty and vulnerability exist and reach as many as possible among those who need protection - that is everybody. Actually - the first edition of this report was entitled - "World Social Security Report". :-)
